Face or manual check-in
With documented consent, staff can confirm a face at arrival. Manual check-in remains available for every participant, every day.
CBAS centers bill Medi-Cal per day of attendance, and the regulations require a daily record of attendance and services behind each one. Adult Day Genie captures face or manual check-in on an append-only history and prepares participant-by-day exports for plans and reviewers.
The software organizes records; DHCS, CDA, CDPH, and your plans determine compliance.
2011 → 2012
ADHC eliminated, CBAS created
California eliminated the Medi-Cal Adult Day Health Care benefit in 2011 and rebuilt it as CBAS in 2012 under a court settlement, with tighter eligibility and oversight. The program’s continued existence is premised on billed days being supportable — which makes the daily attendance and service record the center’s most important document.
Read DHCS on the ADHC-to-CBAS transitionThe table summarizes the parts of the CBAS documentation picture most relevant to daily operations. Regulations and plan contracts control; verify the current text before relying on it.
| Area | What it means day to day |
|---|---|
| Daily attendance | CBAS regulations (22 CCR § 54425) require daily records of each participant’s attendance and the services used — including transportation. |
| Individual Plan of Care | Services are delivered against each participant’s IPC. The daily record is what shows a billed day actually matched the authorized plan. |
| Billing support | CBAS is billed as a day of attendance, largely through Medi-Cal managed care plans. Each billed day needs a daily record behind it. |
| Retention | Medi-Cal requires records supporting each claim to be kept for years after the date of service, and managed care contracts commonly require longer. Confirm the periods in your plan contracts. |
The useful role of software is practical: make daily capture easy enough that it actually happens, preserve what happened, and organize records for a request.
With documented consent, staff can confirm a face at arrival. Manual check-in remains available for every participant, every day.
Arrival, departure, and correction events stay time-stamped. Corrections add to the record instead of rewriting yesterday.
Prepare attendance and service records in CSV or PDF when a plan, CDA reviewer, or DHCS auditor asks for them.
The compliance boundary stays clear.
Adult Day Genie creates and organizes records; it is not a cross-setting clinical EHR. Your center remains responsible for its program documentation, and DHCS, CDA, CDPH, and your plans decide whether the evidence meets current requirements.
Direct answers based on public CDA, DHCS, and Medi-Cal provider materials.
Regulatory details change. Verify current requirements with DHCS, CDA, CDPH, and each managed care plan contract.
Community-Based Adult Services is California’s Medi-Cal medical-model adult day program. It provides nursing, therapeutic, social, and personal care services at licensed Adult Day Health Care centers, mostly through Medi-Cal managed care plans.
Two agencies. The California Department of Public Health licenses the center as an Adult Day Health Care facility, and the California Department of Aging certifies it as a CBAS provider — handling initial certification, renewals, and adverse actions for centers out of compliance. DHCS administers the benefit itself.
CBAS regulations at 22 CCR § 54425 require each center to maintain participant health records including daily records of attendance and services utilized, including transportation. In practice that means every billed day of attendance should trace to a daily record consistent with the participant’s Individual Plan of Care.
California eliminated the Medi-Cal Adult Day Health Care benefit in 2011 and created CBAS in 2012 as part of a court settlement, with tighter eligibility and oversight. That history is why the program treats attendance and service documentation seriously: the benefit exists on the condition that billed days are supportable.
Federal EVV covers Medicaid personal care and home health services requiring an in-home visit, not center-based adult day services like CBAS. Adult Day Genie provides EVV-grade attendance verification for the building without claiming a mandate that does not apply.
No. Adult Day Genie helps a center capture and export attendance and service documentation, but DHCS, CDA, CDPH, and your managed care plans determine compliance. Use the current regulations, the Medi-Cal provider manual, and your plan contracts as the source of requirements.
