Texas DAHS software built around time in, time out.

Texas bills adult day services in units computed from each client’s daily time-in and time-out entries — the exact fields on the state’s Form 3683 attendance record. Adult Day Genie captures those time entries with face or manual check-in on an append-only history and prepares client-by-day exports.

The software organizes records; HHSC, TMHP, and your plans determine compliance.

Form 3683

Where every billed unit starts

Why do time entries matter more in Texas than almost anywhere?

Texas is unusually explicit: the billing pipeline starts at a named daily attendance record. Time-in and time-out entries become weekly unit totals, and those totals become the monthly claim to HHSC. A missing or unsupported time entry is not a paperwork gap — it is a missing billable unit.

What records sit behind a billed DAHS unit?

The table summarizes the parts of the Texas rules most relevant to daily operations. The provider manual and your contracts control; verify the current text before relying on it.

AreaWhat it means day to day
Daily attendanceThe state’s own daily attendance record (Form 3683) is built on time-in and time-out entries for each client, each day — not a checkmark of presence.
Units of serviceBillable units are computed from those time entries and totaled weekly on the attendance record, then submitted to HHSC through TMHP at the facility’s billing time each month.
TransportationTransportation has its own daily record (Form 3682), and providers must document on attendance or transportation records that services were actually provided.
Licensure and oversightHHSC licenses DAHS facilities under 26 TAC Chapter 559 and inspects them yearly; recordkeeping rules follow the DAHS provider manual and contract chapters.

How can software support the DAHS record workflow?

The useful role of software is practical: make daily capture easy enough that it actually happens, preserve what happened, and organize records for a request.

Face or manual check-in

With documented consent, staff can confirm a face at arrival. Manual check-in remains available for every client, every day.

Time-in / time-out, preserved

Arrival, departure, and correction events stay time-stamped on an append-only history — the same time entries Texas builds its unit billing on.

Client-by-day exports

Prepare attendance records in CSV or PDF when HHSC, a STAR+PLUS plan, or an auditor asks for them.

The compliance boundary stays clear.

Adult Day Genie creates and organizes records; it is not a cross-setting clinical EHR. Your facility remains responsible for its program documentation, and HHSC, TMHP, and your plans decide whether the evidence meets current requirements.

What is DAHS in Texas?

Day Activity and Health Services is Texas’s licensed adult day program: daytime nursing, personal care, meals, activities, and transportation for adults who need supervision or health services. Facilities are licensed and inspected by the Texas Health and Human Services Commission under 26 TAC Chapter 559.

What is Form 3683?

Form 3683 is the state’s Day Activity and Health Services Daily Attendance Record. Providers record each client’s time in and time out daily, compute weekly unit totals from those entries, and submit the units to HHSC through TMHP at the facility’s designated billing time each month. Form 3682 is the matching daily transportation record.

How is DAHS billed?

In units of service derived from the daily time-in and time-out entries, through Texas Medicaid — fee-for-service via TMHP and, for many clients, STAR+PLUS managed care plans. Unit definitions and current rules live in the DAHS provider manual; confirm them there and in your contracts.

Can software replace Form 3683?

The obligation is the record, not the paper: what Texas structurally requires is per-client daily time-in/time-out documentation that supports the billed units. Electronic attendance with an append-only history captures the same fields with less transcription. Confirm current form and submission requirements with HHSC and your contract before changing your workflow.

Does EVV apply to DAHS facilities?

Texas applies EVV to Medicaid services delivered in the home or community by an attendant — personal attendant services and similar. Center-based DAHS attendance is documented on the daily attendance record instead. Adult Day Genie provides EVV-grade attendance verification for the building without claiming a mandate that does not apply.

Does Adult Day Genie guarantee DAHS compliance?

No. Adult Day Genie helps a facility capture and export attendance documentation, but HHSC, TMHP, and your managed care contracts determine compliance. Use the current DAHS provider manual, 26 TAC Chapter 559, and your contracts as the source of requirements.
